Around one million homes are affected by low housing demand and abandonment, spread across over 120 local authorities in the North and Midlands. Low demand areas are characterised by limited market choice; the departure of economically active households; poor condition of unpopular housing, poor facilities and inadequate local services. Both social and private sector housing is affected.
The land is currently allocated as a brownfield site with potential for development, following the clearance of former Council housing in 2000. The Flower ‘Five Roads’ site is one of several sites to be released by Sheffield City Council for development and regeneration. More....

Pathfinder Plan
Areas of chronic low demand are evident across the whole of the pathfinder area, particularly in the social rented sector. Pockets of neighbourhood abandonment are also becoming apparent. Obviously one of the tasks of the pathfinder programme is to tackle these existing problems and prevent them spreading. But it would be a mistake to see the Housing Market Renewal Programme as entirely problem-driven. The programme presents a unique opportunity to affect the transformation needed to promote a successful sub-region and achieve the renaissance of our urban areas. In this sense the programme links very clearly to the development of South Yorkshire’s spatial strategy, and the emergence of unique roles for the four urban centres. The timing is fortuitous - an initial study commissioned by the South Yorkshire Forum will report in November/December, just as the detailed analysis to support the Housing Market Renewal strategy begins.
